Why doesn't the output return when turning the input power supply OFF and then ON again while the output current is drawn by a constant current load device?
If the current continues to be drawn at a constant current load when the supply is OFF the output voltage will drop below ground and the parasitic element within the IC will operate, preventing normal circuit operation even if the input voltage is turned ON.
