The output circuit at the sink side has a 2ch configuration consisting of an output PNP transistor for large currents and constant current in the tens of uA. If the output can be sinked with the constant current only, output can be near VEE, but if the current is higher than the constant current the PNP transistor will operate and output will be near VEE+VBE(0.6V). As a countermeasure, there is a method for pulling down the output using a resistor in the range of 2kΩ to 10kΩ.Related Link:Technical Document
