If the output pull-up resistor is made small, the current flowing to the resistance of the output MOS transistor increases and the output 'L' voltage rises, which may exceed the specified 'L' input voltage of the reset signal receiving side. In addition to individual variations, the ON resistance fluctuates with the supply voltage and temperature.
